Ivlieva, dotsent kafedry turisticheskogo biznesa i gostepriimstva Uralskogo GEUIn Western literature convincingly argues that containment of inequality trends in income distribution re-quires a large investment of resources. This approach to the greatest extent implemented initially by A. Mar-shall, K. Clark and then finally, J. Hicks. The method suggested by G. Hicks, seems to be the most useful for solving complex problems, such as problems related to fluctuations in business activity. However, we believe that the most important principles in the disproportionate distribution of income in a market equilibrium for different accounts macroeconomic system developed by J. M. Keynes and his disciple R. Stone. They have developed an algorithm interrelated macroeconomic indicators. The “highlight” of the system of national ac-counts is that governance may affect the appropriate stage of reproduction on the basis of creating conditions for a certain quality and quantity of value flows, which have their “inputs” and “outputs” for different ac-counts. This article shows that the equilibrium demand for the study period (1994 to 2013) fluctuated in the range of approximately 23 to 90 % of the average equilibrium value on different threads. The statistics show that the role of government emerged that was defined and established new proportions in the structure of re-production. Based on the data obtained for the various value streams it is possible to calculate the parameters of the excess demand for transition to a new model of economic growth.
