The main tasks of the development effectiveness of Russian biological agro-resources

The article examines the complex problem of improving the efficiency of use of biological resources in the agricultural sector in Russia and the main tasks for its radical solution. The author highlights important shortcomings associated with the previous violation of the former system of funding, supply of equipment, technology, state organization of agrosphere restoration of biological resources and environment. Simultaneously there is shown a typical nature of the tasks that stay before the state apparatus and economic entities of country at all levels. There is formulated the conclusion that market methods don`t give positive results in these tasks. It is necessary to increase organizing and leadership for all technology through the system of cycles and phases of reproduction of biological resources through all levels of management.
