In the modern world, the potential and competitiveness of a country are derived from the competitiveness of its constituent territories due to the fact that resources and factors of production, human and social capital, and business conditions are localized at the regional level, where specific people live and work and specific companies operate. Today, global competition between countries is reduced to competition between individual regions. A region that becomes a unit of the global economic space becomes of strategic importance for the prosperity of its country; it is assigned the role of a locomotive in national development. The need to improve the efficiency of regional economic activity poses new challenges for territories, primarily related to the choice of a competitive model of the regional economy that allows the maximum use of the existing potential. In this regard, it is important to create a system of regional development management that would be aimed at a permanent and sustainable increase in the added value created on the territory of a particular region. In order to achieve this, outdated approaches must be replaced by new technologies for managing regional development. One of these technologies is the cluster approach, which is based on overcoming the narrow sectoral vision of the region's economy and moving to the integrated use of the territory's development potential.
