THE REVIVAL OF AGRICULTURE AS A SPHERE OF EMPLOYMENT FOR RESIDENTS OF RURAL SETTLEMENTS

The countryside has long been a place of labor and economic activity of the population. The purpose of this article is to analyze the problem of employment of human capital in rural areas, as a result of which the development of the agricultural economy and the well-being of rural residents are determined. The article uses the forecasting method and the comparative analysis method. The results of the article are the conclusions of the authors that employment is the most important characteristic of the labor market, regardless of the socio-economic conditions in the state. In the context of economic transformations in the agrarian sphere, the state seeks to realize employment as full, productive and freely chosen, which implies freedom of workers and employers, flexibility of labor in terms of employment forms, abolition of local regulations in the world of work, and elimination of prohibitions in labor activity to reasonable limits. The topic of employment of human capital in rural areas in existing agricultural organizations has acquired particular relevance in the course of modern transformations in the agrarian economy of the Russian Federation, associated with land and agrarian reforms begun in 1990. The relevance of the topic is justified by a noticeable decrease in economic entities in the agrarian sector in certain regions of the country, and for this reason, it is characterized by a significant decline in the rural population employed in agricultural work in organizations of agricultural production. In the modern period, taking into account the prevailing circumstances, with the employment of the rural population in agricultural organizations, new approaches to the theoretical understanding of the situation are being formed. This factor explains the expediency of developing the designated research topic and its scientific novelty.
